What permits are required for importing goods into the Philippines?

The importation of goods into the Philippines requires compliance with various regulations and the procurement of specific permits from relevant government agencies. The following permits are typically needed, depending on the nature of the goods being imported.

1. Bureau of Customs (BOC) Importation Permit

This is the primary permit required for clearing goods through customs, which includes the submission of a customs declaration form and the payment of applicable duties and taxes.

2. Import Commodity Clearance (ICC)

Issued by the Bureau of Product Standards (BPS) under the Department of Trade and Industry (DTI), the ICC certifies that products meet established safety and quality standards.

3. Philippine Drug Enforcement Agency (PDEA) License

Required for the importation of controlled substances, pharmaceuticals, and chemicals, subject to regulation by the PDEA.

4. National Meat Inspection Service (NMIS) Clearance

A necessary permit for the importation of meat and meat products to ensure compliance with health and safety regulations.

5. Food and Drug Administration (FDA) License

Required for importing food, drugs, medical devices, and cosmetics to ensure they meet established health and safety standards.

6. Bureau of Fisheries and Aquatic Resources (BFAR) Permit

Necessary for the importation of fish, fishery products, and other aquatic animals to ensure that they meet safety and health standards.

7. Energy Regulatory Commission (ERC) Permit

Necessary for the importation of energy-related products, including oil, gas, and renewable energy equipment, to ensure compliance with energy-related regulations.

8. Department of Environment and Natural Resources (DENR) Permit

Required for the importation of hazardous materials and chemicals to ensure compliance with environmental protection laws and regulations.

9. Department of Agriculture (DA) Import Clearance

This clearance is necessary for agricultural products, including plants, plant products, and live animals, to prevent the introduction of pests and diseases.

10.  Bureau of Animal Industry (BAI) Permit

Required for the importation of animals, including livestock, poultry, and their products, to ensure they comply with health and safety standards.

11.  Food Safety Certification

Issued by the Department of Agriculture(DA) and local government units (LGUs), this certification ensures that food products meet food safety standards prior to importation.

12. Import Permit for Chemical Substances

This permit is required for importing chemicals that are controlled, hazardous, or regulated under international agreements, such as the Rotterdam Convention.

These permits are critical to the importation process, as they mandate that all goods entering the Philippines comply with applicable national safety, health, environmental, and regulatory standards. The Mills Global Customs Brokerage Inc. assists businesses engaged in importation by securing the requisite permits and licenses in full accordance with prevailing regulations.
