Accreditation & Registration
Non-Regular Importer (NRI) accreditation provides a mechanism for individuals and businesses to import goods without maintaining continuous registration with customs. This framework is designed for those who import on a limited, one-time, or project-based basis.
Who Should Apply as an NRI?
NRI accreditation is appropriate for:
- Individuals importing goods for personal or commercial use
- Businesses conducting one-time or trial shipments
- Companies without established import operations
- Project-based importers with no recurring supply chain
NRI vs. Regular Importer
- Regular Importer – For businesses with ongoing, recurring importations. Requires full accreditation and annual renewal.
- NRI – For occasional or one-time importers. Transaction-based and more flexible, but still requires full compliance with customs procedures.
When to Apply
NRI accreditation must be secured before the goods declaration is filed, and ideally before the shipment arrives in the Philippines. Late application often results in:
- Delays in customs processing
- Storage and demurrage charges
- Inability to file entry documents on time
Required Documents
While requirements may vary, typical submissions include:
- Valid government-issued ID (for individuals)
- Business registration (if applicable)
- Tax Identification Number (TIN)
- Commercial invoice and shipping documents
- Authorization for broker representation
All documents must match the shipment details declared to customs.
Process Overview
- Preparation of required documents
- Submission of NRI application through customs channels
- Review and evaluation by customs
- Approval of NRI accreditation
- Filing of Goods Declaration
Key Risks
- Late submission of application
- Incomplete or inconsistent documents
- Mismatch between declared shipment details and submitted records
NRI accreditation offers flexibility for occasional importers, but still requires proper planning, accurate documentation, and timely submission. Early coordination with a professional customs broker significantly improves processing time and reduces the risk of delays.
